Relax, they're not serious. This declaration is actually part of a public health campaign to encourage preparation for actual disasters. They're thinking, if you're prepared for a zombie attack, then you'll probably be ready for about anything else that comes along.
This comes on the heels of the CDC's social media campaign for the same purposes.
Encouraged to use the threat of the undead, emergency planners are trying to motivate people to prepare for real disasters… hurricanes, earthquakes, etc. Some of their recommendations include keeping a change of clothes, water, medicine, and flashlights.
So, let me get this straight. All over the world we hear stories of this new "bath salt" drug turning users into brainless, flesh-eating ghouls, and now both the CDC and Homeland Security have "jokingly" told us to prepare for the zombie apocalypse? Could they know something we don't?
Better grab the bottled water and tylenol while you can. Oh, and maybe one of THESE, too.
